Victoria ISD Superintendent Sheila Collazo has announced the official launch of the district’s new Literacy and Numeracy Frameworks, developed to directly support Priority #1: Exemplary Student Outcomes under the 2025–26 VISD Strategic Plan.
These instructional frameworks represent a focused investment in improving academic achievement through aligned, research-based teaching and learning practices across all grade levels.
“Our primary focus is on improving academic outcomes and student success at all levels through effective teaching and learning practices,” said Superintendent Collazo. “Strong literacy and numeracy initiatives serve as the catalysts for building essential knowledge and skills, boosting confidence, and empowering our students to achieve excellence.”
The Literacy Framework outlines the district’s plan to build a robust, research-based, and aligned PK–12 literacy program. This initiative ensures students receive consistent, high-quality literacy instruction that supports reading, writing, speaking, and listening skills essential for academic success and lifelong learning.
The Numeracy Framework establishes a rigorous and coherent PK–12 mathematics program aimed at developing students’ problem-solving abilities, reasoning skills, and confidence in applying mathematical concepts across content areas and real-life situations.
To support the successful implementation of these frameworks, VISD will launch an intensive professional learning series beginning in mid-June and continuing through mid-July. During this time, teachers across grade levels and content areas will attend multiple sessions specifically designed to deepen their understanding of the Literacy and Numeracy Frameworks.
These sessions will immerse educators in instructional strategies, curriculum alignment, data-informed practices, and student engagement techniques tailored to each framework. Teachers will work collaboratively with instructional leaders, participate in hands-on learning, and engage in reflective practice to ensure they are fully equipped to bring the frameworks to life in their classrooms.
“This summer’s professional learning is not just a training—it’s a critical investment in our educators, ensuring they have the knowledge, tools, and support to develop our students as effective critical thinkers and problem solvers,” said Collazo.
The Literacy and Numeracy Frameworks are integral to achieving the district’s vision of “Achieving Excellence for All,” equipping every student with the foundational skills necessary for long-term success in college, career, and beyond.
